All labels were removed at some point, but this is a 1983 Panasonic Track bike made in Osaka, Japan.

56cm steel frame serial number 3F04059 marked on lug above fork, no brazed cable guides or water bottle mounts. Gold accents at lugs.
Fork/Headset:
Vintage Chrome Tange CroMo fork which is the same age as the bike but appears to not be OEM. Tange stock headset

sugino super maxi 165mm crank marked c-1 forged Japa
Drivetrain/Cog/Chainring/Chain:
Sugino 48t Japan chainring, 18t shimano SS freewheel, Surly 16t fixed cog

Nice novelty item- but looks like a VERY entry level bike. A cheap thing for people to try the sport or school's competitions and the like. So don't go thinking it's an old Keirin bike or anything like that. Panasonic did and still does those- but the quality is incomparably better.

Honestly it doesn't need a lot of work except some paint touch up. I'm swapping out the wheelset for a less finicky set with sealed hubs. But unfortunately it's one size too small for me so I'll be selling it in a few weeks.
