Looks like air-brushed water colors over raw steel, with clear coat dropped on after. Very cool looking.

I used to have one of these, until some bitch hit me with her car while she was on her phone. Straight up snapped my frame at the head stem. I've been looking for a replacement for 10 years and have even spoken to the guys at Vetta in Italy to make me a new one, but they don't have the machinery that made this model anymore.
