I would strongly advise against riding a rear wheel that's laced radially, especially if it's only 18h. It will come out of true, out of dish, and out of center very easily. Not safe. I would also discourage skipping holes on the rim / hub, as it puts more load on the holes that are used than was intended by the manufacturer.
