Well if you look at the black and white photo with the new fork, it was already pretty tight tire to downtube. That was with 25c tires on wide rims.

I say the fit depends more on your reach. If you can find friends riding those sizes, it would be ideal if you can try both out. But, you have to be aware that the Size 49 Cordoba has a 70.5 HTA, and it might have sluggish steering..

Well, with the slack headtube angle and road fork, the steering sometimes feels a little sluggish compared to a bike with a more aggressive or true track geometry. Especially weaving through tight traffic and when making tight turns between cars etc.

You get used to it though, and in light traffic/ the open road, it's great! Much more responsive.
