recently, i running a 120 -12 stem with a compact handle bar. if i use normal handle bar i would install a 110 -17 stem. thanks

Yes, your cranks aren't determined by your frame, it is spindle length of your bb and what face the spindle has(square taper or spline), for Sugino 75 you need a 109mm spindle length and square taper bb.

any 68mm,english threaded BB will fit your mataro low. however, you need to figure out what crank and hub you are going to use than get a proper spindle length.
