Cheap up top, expensive on the bottom—kinda like a mullet but for bikes. I'm thinking this bike may be a tad big for me, but I've trained my flexibility to be able to reach further, yet not any lower

The previous owner dented it, but I dont recall the reason since it's been so long.
It's a weird looking dent that's for sure
