Your attention to detail in the wheel building is priceless. The nipples and the hub colour choices. However you should definitely slam that stem and chop the steerer.

Honestly, slammed stems are pretty silly especially if he is commuting.If it is at the correct height and is comfortable for him for long rides then it is all good.

Yes it does. But it may last longer if you don't use the bike in the rain. I remember that the mix of sand/water/streetdust make it wore off much faster.
