You only pruchase a bike like this to compete in professional velodrome events, in which you are required to have a UCI legal frame. If you purchase an FES frame for any other reason, you're an idiot, or someone who loves to waste money.

So what you're saying, you can't buy this FES unless you're competing in pro track events.. but you can't use it there because it's UCI illegal..
In your logic this makes the bike worthless.. worthless is pretty cheap, so why not use it as a training bike?
