The frame has been chromated completely before it was painted in faded candy blue. It looks amazing with some paint spots chipped of, enabling the chrome to shine through. I clear-coated and polished it in order to preserve its track battled history. "LEVEL framesets are built by Mr. Shiko Matsuda. A Tokyo based builder and president of the Keirin Framebuilder’s Association. He has been cranking out frames since 1975 and has been an NJS-certified builder since 1980" (Source: Kuromori Bike Co.)
