Just guessing here, but do you have your bars set up like that because it makes it more comfortable to ride in the "bend" portion of the drops? You should be riding on the flat portion of the drops, and they should be about level with the ground for the most part. If that's the case, I would say you need a longer stem, something in the 90-110mm length range. A longer stem will also give it more stable handling. A short stem and track geo can make for a really twitchy bike
