Reynolds tubes are quite rare here in Italy, for vintage bikes. Vintage italians bikes, then, are ALWAYS (or almost) in columbus tubes. Pinarello never used these types of lugs.
Track ends (on italian frames) are usually gipiemme or campagnolo and these aren't.
I'm sorry but I can't help any more... I know what it's not, not what is it :)
