I highly doubt that bro, the clearance has been set up to 23mm tire max for both rear and front axe. However, you can squeeze a 25mm tyre at the rear weel but that's about is.
IMO if the streets are so bad consider buying yourself a nice steel track frame. A stiff carbon track frame like that will have very bad behavior on jumpy roads.

At the time that i bought it, it wasn't available as a frameset as it is now so i bought them separately. Yes, seatpost is included.
