Yes. It's simply painted over but it is drilled and can be tapped with ease.

Unfortunately they're necessary due to my height. Either it or a positive stem. Might switch it up in the future though.

His bars have a good amount of drop so its forgivable. Though an upward facing stem would probably eliminate some flex and be stiffer overall
