Viner Special Course Pista - Restoration

I found this bike in a shed at a friend's house. I am hoping to pass it on to somebody who wants to restore it, I have neither the time nor the expertise to do this myself but I am able to recognise that it will be a great addition to someone's collection. I hope to put it on the market soon but first need to persuade the owner for whom it has sentimental attachment (despite being abandonned in a shed for many years). Would appreciate any information about this bike, it's history, origins, age and value (given its current condition, see photos)

You know, since it has brakes and gears, this is definitely not a pista..(it says "pistoia"). Rims would be Nisi, I suppose (look from the other side), a well-known marque..Shifters don't appear original, but by the other parts, It might be from somewhere in the 80ies.
