ST c-c is 20.5". It is indeed 21" c-t (they measure to top of lug it seems).
The head tube length is (going metric here on you guys!) ~ 132mm.
The extension you see is just the extra steerer so there's a spacer.
Certain 32mm tires will fit.
Has fittings for mudguards. I do believe 25mm and mudguards is what it is built around.
