Italian track frame.
Late 80ties. Possibly from Meneghello & Billato (MB) which was a superb frame builder building for many different brands.
Frame is lovely with chromed lugs and pantos. It was exclusively used on a track only.
Frame is fully chromed under color. Hence seat tube diameter is 27.0mm.
Very short geo.

bottom bracket is 70mm 36x24F Italian threading
No dents or cracks or any structural issues.
