if you're willing to negotiate the price further, I'm willing to buy.
my hesitations are in why there's so many spokes, when you've built up tougher rims wrapped in kevlar & nearly bulletproof hubs.
also, is the rear hub dual fixed or single side track? is there any brake rub on either hoop? what spokes are we looking at & what nipples did you go with?

32 spokes is super standard in the track world. Rear is fixed/free

Thanks @Jehu, you are right about 32spokes being standard and fixed/free hub on this set, but rims never ran brakes.

Black brass nipples
Sapim Leader 2.0mm spokes were used to build the wheels.
I feel that given only three small cosmetic blemishes $400 is a fair price.

yes I know 32's are common, but Phil allows you to choose any number of holes; much less spoke count w/ this setup would still be bombproof as I originally stated, & since these seem to be street wheels (clinchers), why not make the climbs easier?, but either way . . .
