Bearings are not the best, the axle have some scratches from bearings, but should work fine with new bearings?

You said there are scratches, do any of them prevent it from rotating at all?? lovely looking BB with the old logos's stamped on the cups, is this a standard 75 bottom bracket or anything else?
It does not prevent it, I ride it this winter whit no problem. But new bearings should be better.
