Well, for an aluminium track frame - no. I'd say it's not comparable to modern track frames, more than enough for me though.

... yep, wet weather and track components don't mix... proper build all over...

I really can't see the problem, all the components, except for the tyres, should be able to take this kind of use, with proper care of course.
That said, this is not the bike I mainly use this time of the year. Not to save the bike from the elements, but because riding it on gritted icy roads isn't that much fun.
