Who used it at the Dutch national track championships in 1982 in the Olympic stadium in Amsterdam ..
I found 1 photo where u can see mr Pieters on the 1km time trial on what seems to be this frameset :)

the seat stays look unusually fat near the cluster... are they profiled ? nice catch. didn't know they used record tubing on such tall frames...

that headtube makes the fork look tiny! Also those holes around the drop-outs seem different, maybe they can help you identify where it comes from?

The holes drilled near the dropouts. It's something I haven't seen before at least and maybe finding a similar frame with those same holes could be a start to figuring out what exactly the frame is. Beautiful frame sir, i wish you luck in learning more about it
